Overview

The Chief Financial Officer (CFO) serves as a strategic financial leader and trusted advisor to the Chief Executive Officer (CEO) and Board of Directors. In collaboration with the CEO, the CFO is responsible for the long‑term financial health and sustainability of New Horizons, Inc. and its divisions. This role balances high‑level financial strategy with effective oversight of day‑to‑day financial operations, while intentionally developing a capable, autonomous finance team. The CFO leads the Finance Department and partners closely with organizational leadership to ensure sound financial decision‑making in support of New Horizons’ mission.

Key Duties and Responsibilities

Strategic Financial Leadership

• Serves as principal financial advisor to the CEO on issues affecting both day‑to‑day operations and long‑term strategic planning.
• Develops long‑range financial planning, budgets, multi‑year forecasting, and scenario modeling to support organizational sustainability.
• Provides clear, actionable financial analysis to inform strategic decisions, program development, and organizational growth.
• Identifies financial risks and opportunities and develops proactive strategies to address them.
• Oversees financial aspects of refinancing, capital development, expansion, or other complex financial initiatives.
• Partner with Development and Strategic Initiatives to improve grant budgeting, forecasting, and cost allocation for new and ongoing funding opportunities.

Board & External Stakeholder Engagement

• Serves as financial counsel to the Board of Directors and management representative to the Finance Committee in collaboration with the CEO.
• Prepares and presents reports to internal and external stakeholders.
• Maintains primary relationships with external auditors, financing authorities (e.g., CHEFA, DSS, CHFA, DOH, etc.), and other regulators regarding financial reporting.
• Acts as lead contact with DSS regarding rental income and per diem rate related financial matters.
• Ensures ongoing compliance with loan covenants, regulatory requirements, and reporting obligations.
• Manage relationships with investors, shareholders, bankers, and vendors.

Financial Operations & Oversight

• Provides executive oversight of accounting and financial operations across New Horizons Village, New Horizons Middlebury, New Horizons, Inc., and affiliated entities, including:
  • General ledger
  • Payroll
  • Accounts payable and receivable
  • Budgeting and financial reporting
  • PCA disbursements and related reporting
• Oversees daily cash management and cash flow projections.
• Ensures appropriate internal controls, financial systems, and operational processes are in place and functioning effectively.
• Reviews and approves financial policies and procedures to support accuracy, efficiency, and compliance.
• Oversees revenue collection activities to promote full occupancy and timely receipt of funds.
• Collaborates with the CEO and external vendors on insurance planning, contracts, benefits, and claims negotiations.
• Oversees retirement plan reporting and auditing, including 401(k) contributions and distributions.
• Serves as primary contact and coordinator for external auditing requirements.

Leadership, Team Development & Organizational Capacity

• Leads, mentors, and develops finance and accounting staff, fostering a culture of accountability, trust, and professional growth.
• Empowers staff with appropriate autonomy by clearly defining roles, expectations, and decision‑making authority.
• Builds systems and processes that reduce over‑reliance on any single individual and support long‑term organizational resilience.

Collaborative & Mission‑Driven Responsibilities

• Provides financial analysis and operational guidance related to all New Horizons divisions, as requested.
• Supports Development and Strategic Initiatives activities, including grant budgeting, financial reporting, and compliance.
• Partners with Executive leadership to align financial strategy with mission impact.
• Supports resident‑focused services, including oversight of financial counseling functions as appropriate.

Financial Literacy & Internal Consulting

• Build financial literacy across departments through training, coaching, and tools.
• Serve as an internal financial consultant to department leaders on budget management and planning.
• Create and refine dashboards and reports tailored to non‑financial audiences.
• Support leaders in understanding financial drivers and tradeoffs in their areas .

Education, Experience, and Qualifications

• Bachelor’s degree in accounting or finance with a minimum of 10 years of progressively responsible experience,
  or
• Relevant master’s degree with a minimum of 5 years of senior level leadership experience, or an equivalent combination of education and experience.
• Demonstrated experience leading finance teams in a complex nonprofit or mission‑driven environment.
• Proven ability to balance hands‑on financial expertise with strategic oversight and effective delegation.
• Strong interpersonal, verbal, and written communication skills; ability to communicate complex financial matters clearly to diverse audiences.
• Experience working collaboratively with boards, executive leadership, regulators, and external partners.
• Experience with Yardi preferred but not required.
• Commitment to the mission of New Horizons and the ability to work respectfully within a diverse community of staff and residents with varying abilities.
