Job Description

Chief BSA/AML Officer

Monet Bank is pioneering the future of banking and money movement faster, more efficient, and built for the modern financial ecosystem. At our core, we believe Monet Bank is an essential bridge to the next generation of banking and payments infrastructure. As a profitable, well-capitalized Texas state-chartered bank and FDIC-Insured backed by the full faith and credit of the U.S. Government Monet combines the strength and stability of traditional banking with forward-thinking financial technology innovation.

We recognize the fundamental inefficiencies in legacy payment networks and are building a strong team to thoughtfully challenge assumptions and pursue smarter, more scalable solutions. Our focus is on modern banking services that empower merchants to reclaim margins, enable fintechs to operate cross-border at scale, and support technology platforms in embedding seamless financial services.

If you are motivated by building secure, intentional, and future-ready banking infrastructure, we invite you to explore opportunities with Monet Bank.

Position Overview

The Chief BSA/AML Officer serves as the Bank's designated Bank Secrecy Act (BSA) Officer and is responsible for the overall leadership, strategy, and execution of the Bank's enterprise-wide Anti-Money Laundering (AML), Counter-Terrorist Financing (CTF), and OFAC compliance programs. This executive role provides independent oversight of the Bank's compliance with all applicable BSA/AML laws and regulations and serves as the primary liaison with regulators, law enforcement, senior management, and the Board of Directors.

The Chief BSA/AML Officer is accountable for the design, implementation, and continuous enhancement of a risk-based BSA/AML compliance framework, including new business initiatives involving international payments, foreign correspondent banking, nested financial institutions, fintech partnerships, and other high-risk or complex customer segments. The role ensures that the Bank maintains effective systems, controls, governance, and reporting mechanisms to identify, measure, monitor, and mitigate financial crime risk.

This position reports directly to executive leadership and provides regular reporting to the Board of Directors (or a designated Board Committee).

  • Deliver regular reports to Senior Management and the Board of Directors regarding AML risk exposure, program effectiveness, SAR trends, regulatory developments, and emerging threats.
  • Lead the annual BSA/AML/OFAC risk assessment and present results for Board approval.

Program Development & Risk Management

  • Design, enhance, and maintain a comprehensive, risk-based AML/BSA compliance program, including:
    • Customer Identification Program (CIP)
    • Know Your Customer (KYC) and Know Your Business (KYB) standards
    • Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD)
    • Beneficial Ownership compliance
    • Transaction monitoring and fraud surveillance
    • Sanctions screening and OFAC compliance
  • Oversee AML controls related to high-volume foreign correspondent banking, international payments, nested relationships, and other complex, high-risk customer segments.
  • Identify potential areas of compliance vulnerability and financial crime risk and implement mitigation strategies and internal controls.
  • Ensure appropriate risk rating methodologies for new and existing customers, including periodic reviews of high-risk accounts.

Investigations, Monitoring & Regulatory Reporting

  • Oversee suspicious activity monitoring, investigation, and reporting processes.
  • Review and approve Suspicious Activity Reports (SARs) and maintain documentation of SAR determinations.
  • Oversee Currency Transaction Report (CTR) filings and annual reviews of CTR-exempt customers.
  • Supervise 314(a) list reviews and ensure timely and accurate responses.
  • Ensure appropriate tracking, documentation retention, and audit trails consistent with regulatory requirements.

Regulatory & Audit Management

  • Serve as primary point of contact for regulators and examiners on AML/BSA matters.
  • Lead preparation for regulatory examinations and independent audits.
  • Coordinate responses to findings and oversee timely remediation.
  • Respond to regulatory complaints, legislative inquiries, and law enforcement requests as appropriate.

Training & Culture of Compliance

  • Develop and implement enterprise-wide AML/BSA training programs for staff and new hires.
  • Promote a strong culture of compliance and financial crime awareness across all business units.
  • Advise Senior Management and business leaders regarding emerging AML/BSA trends, regulatory changes, and risk exposures.
  • Partner with Legal, Risk, Operations, and business units to ensure compliance is embedded in new product development and strategic initiatives.

Leadership & Team Management

  • Establish performance metrics and ensure adequate staffing and technological resources.
  • Make strategic recommendations to improve program efficiency, automation, and effectiveness.
